So just built me wheels, and am having a little trouble getting the freewheel on, another story.
Anyway, haven't got my frame at moment as its getting some work done but I do have the front forks, looking at the hub width including the collar it looked a little big for the width of the forks, tried them and yep to fooking big

Can i "strech" the forks about 5mm to make them fit, wots the easiest way of doing this without any damage to the finish or does anyone one if Bullseye make thinner collars???

Edit - should point out i was using the thinner collars supplied

The spacers on my Bullseye front hub are 9mm. Inside width of my forks are 100mm. Plus I have a 4mm alloy washer between each spacer and the inside of the fork (if that makes any sense to you) to make up the gap.

I haven't got a gap, with the collars thet are 4-5mm to wide for the inside of the forks

Inside width on my forks is 95mm...

So the problem lies with your 95mm fork width. I'd try and pull the forks apart,it's only 2.5mm each side but keep an eye on the extra pressure this has on the bearings. Can't really think of another solution. Good luck anyway.

Does anyone know if Bullseye make smaller collars? Really dont want to stress the beings on the hub or the welds on the forks

If the collars are seperate you could flat sand a couple of mm of each one, would take minutes if they are ally and you use a rough grit, just remember to finish with a fine grit.
