You are putting them on the right arms I take it, the drive side has the normal right hand thread, and the left arm has the left hand thread
Sounds like you have screwed the left one into the right hand one to me . have a look at the spindle is there a letter stamped on it . are you sure you have a right and left pedal are you sure you have a right and left crank arm ?
just to double check, have you tried other 9/16ths pedals in the arms and have you tried the hutch pedals in other arms?then pedals that fit the ta arms in the arms that the hutch pedales fit?
for what its worth i had the same problem with some nos hutch beartraps, the threads were very tight when tightening, to the point i didnt tighten them in all the way, they were 100% going in the right side, all other pedals had no problem going in the same cranks....
i take it it's the RH side?
are they original axles terry
I'd see if you can run a tap threader over the pedal axles just to be sure that they are OK, if they have been plted over that would affect the thread pitch, re-tapping them might clear it .

They are the og finish though, not plated .. and i've scrubbed them clean
