They look a bit like Ultra Dyno Cranks made by Takagi.
Any sign of a Takagi stamp on the inside of the arms?

Don't know nothing of those cranks but here are my Ultra Dyno cranks for a visual reference.





Quite silmilar apart from the spider.

I think they're French so Double Chevron might know something about them.  No idea on the value but I'm sure they'd come up nice once stripped and polished.
