How to measure a toptube length??

I know this sounds like a reeeeaallllly stupid question but where do you begin measuring a toptube? I measured a toptube yesterday that was supposed to be 21.25 and it only worked out if I took the measurement from mid-way thru the headstock tube (whatever...bit where the headset goes) to halfway thru the seat tube.
