Hey Ric,
Pretty sure those are Demolition cranks designed by Nate Wessel.
Try googling this and see if anything else comes up, might even be able to get spares from the likes of Custom Riders / Alans?
Anyway, all this bolt is doing is helping stop the crank arm from sliding off the spindle so you may be able to make something up using a large diameter washer which will have a small enough central hole to suit the spindle bolt, but a big enough outside diameter to sit on the shoulder of the crank arm itself and "keep" the arm on?
Hope this makes sense, and answers the question
I might have totally misread this - I should be working right now

Yep deffo a Demolition Crank (just like this one I had)
Your bolts look different to mine. Maybe a different year or rethreaded?

as suggested give Custom riders a ring, they know pretty much everything.
I had a set of Madera(Profile's ahem 'budget' brand) cranks once that had the wrong bolts, and I bought the profile flush bolt set from CR and all was good after talking to them. they do have demolition flush bolts, however I don't think yours will take them as you have pinch bolts

What is the outside diameter of the spindle bolt threaded part Ric?
And the outside diameter of the washer on it?

Have you tried that well known (mainly mountain bikes) bike shop in Ballyclare, Co. Antrim?
They do some different M15 bolts, do a quick search for "crank spares"...
If you're really stuck though, an M12 standard DIN125 flat steel washer has an OD of 24mm, and an M8 DIN9021 penny washer has an OD of 24mm, if you fancied drilling out the centre to suit the M15 bolts you already have?
You can usually get these from B&Q or your local hardware store.
