Can any of you Gents in the know help

I picked up this Mongoose yesterday and it came with a rather odd set of bars on them, are they a POS or can any one identify them for me please?

...assuming that replica's were made, should there be any stamped markings on them if they are Hutch?

any round circles on the back of the bars where the paint is whiter/in better condition?

There is so much paint on them and the last coat was brush applied, I will strip it off tomorrow and have a look.
