There should be a shim in between the bearings in the bottom bracket, so when you tighten them up they don`t get tight, if you know what I mean

OK
Strip em down and start afresh.
1st, put in one side of the BB, whack her in with a big ole 'ammer, then drop the steel tube in and put the spindle through the bearing that is installed, but only enough so that it dont pertrude the side, make sure the tube slots over the spindle,
bray in the other bearing.
slot the spindle through.
no washers but build up dry and see how much room you got when all tightened up, calculate how many washers you need.
take to bits and put the washers on
tighten up again.
done.

If all else fails, just take it to Epic and Orb will sort it out for you!

This is very very common. Do not worry. I never ran a bearing spacer on my Condor ever..... A lot of riders left them out so they could slightly over tighten them so their cranks didn't rotate during no-footers.
So, build your crankset up with washers as required to allow for frame spacing, then add a little threadlock to the two crank arm bolts and 'nip' them up to the point where the whole thing is spinning as you would like it. Job done
Obviously, over tightening them will kill the bearings but you would have to go crazy tight to actually do that.....
I know this is not correct from an engineering point of view but in reality it's no problem whatsoever
